The United States requires chips to be independently controllable TSMC: first give huge subsidies before considering building a factory

On this issue, the US government is also facing difficulties, because many chips of the US military are also produced in foreign fabs.

The United States is not without advanced fabs. On the contrary, the United States has the most advanced semiconductor technology in the world. Intel alone is enough. There are the most advanced 14nm and 10nm factories in Arizona and Oregon, and its X86 processor performance is also the strongest. .

AMD’s foundry partner, GlobalFoundries, also has a 14nm/12nm Fab 8 foundry in New York, USA.

In addition, Micron also has advanced NAND flash memory and DRAM memory factories in the United States, which can ensure the supply of memory chips in the United States.

It’s just that this still cannot reassure the US government, because there is still TSMC, and they have OEM chips from many American companies, such as Xilinx’s FPGA chips, Qualcomm’s mobile processors, baseband chips, NVIDIA’s GPU chips, AMD’s chips. The CPU/GPU chip, and some chips for special industries, including military-oriented.

For this, the US media reported that the US government is also not at ease, and hopes that TSMC will build a factory in the United States, so that the chips needed for US national security can be ensured in the hands of the United States.

Liu Deyin, co-CEO of TSMC, recently stated that he has discussed with the U.S. Department of Commerce about building a factory in the United States, but funding is a major obstacle – the operating cost of the United States is high, and the construction of a fab requires large subsidies. Whether it can be built depends on everything reduce the cost gap.

Now to build an advanced process fab, the investment is at the level of 10 billion US dollars. Intel is building a fab for 10nm and 7nm process in Buffalo, Israel, with an investment of up to 11 billion US dollars, for which the Israeli government has subsidized at least 1 billion US dollars.

Liu Deyin said that TSMC is now considering the advantages and disadvantages of building a factory in the United States, but it is still too early to make a final decision. Even if the problem of financial subsidies is solved, the scale of the fab built in the United States will not exceed that of Taiwan, and the site must be close to TSMC.
